Yes,I believe it is, but not directly from the other person, rather from something (such as a dog, backpack, sleeping bag, blanket, etc.) on which the P.I. oil has been deposited. I myself have contracted a severe case which has now become systemic through picking up my kids sleeping bags after they returned from a camping trip on which one kid got P.I. So, P.I. is not necessarily contagious from person to person, but the oil is transferable from one object to another. Pets are often an undetected problem because the oil can be on them (they don't get P.I.) and transferred to their owners, who will get P.I. from the oil.
