Emily, I can't be positive without seeing your face, but from what you said, it sounds as if you may have a few tiny broken capillaries in the skin around the eyes and cheeks. The skin surrounding the eye is very thin compared to the rest of your face, and straining from vomiting could easily cause that, and so could exposure to heat or cold. From your description they sound like that, I call them "blood spots" (that is what they are, but that is not the scientific name) and they are not raised like a bump--they are under the skin. As with a bruise, they will most likely heal and return to normal skin color. If you have poison ivy rash on your face, you should begin to itch soon, or experience some swelling, and even blister.
